Closed neighbourhoods: what is settled and what is not
A rule that decides where you can live, and a 2026 change nobody official has written down.

From 1 July 2022, a neighbourhood was closed to new foreign address registration once foreigners passed 20% of its population. In 2022 that covered about 1,169 neighbourhoods in 63 provinces. Several Turkish immigration firms now report the quota was lifted on 10 June 2026. We have not found that written down by the migration authority, so we will not state it as settled.
Why it matters more than it sounds
Buying or renting in a closed neighbourhood was always legal. What you could not do was register your address there, and without the address the permit does not happen. People discovered this after signing leases.
The state of the evidence
On one side, several firms describe the same change in similar terms: the quota gone, e-İkamet accepting an address anywhere including Istanbul. They do not cite a document. On the other, guides updated in the first half of 2026 still list Fatih, Esenyurt and the rest as closed. Sources even disagree on whether the old threshold was 20% or 25%.
We looked for the announcement on the migration authority's own site. Its announcements page carries staffing notices and nothing about neighbourhoods.
What to do with that
Ask the provincial migration directorate about your exact address before you sign anything. Not about the district, about the address. Any published list, this one included, is a secondary source about a rule that appears to have changed recently and quietly.
If the change is real, it removes the single most annoying constraint on where a newcomer can live in Istanbul. That is a good enough reason to check rather than assume.
