Earlier Turkish rent will not disqualify you
A distinction that saves more applications than any other single fact.

Owning a flat in Antalya and collecting rent on it for years does not cost you the exemption. Neither do Turkish dividends, interest or capital gains. Turkish wages or business income in the look-back years are the problem.
The logic behind the line
The condition asks whether you were a Turkish taxpayer in the resident sense, not whether you ever had any contact with Turkey. Rent and investment returns are the kinds of income a non-resident can have from Turkey while being taxed somewhere else entirely. Wages and business income point at having been here.
Who this rescues
Property owners, mostly. There are a lot of foreigners who bought on the coast years ago, let the place out, and assumed they had disqualified themselves without ever asking. They had not.
It also helps people who inherited a Turkish asset and never did anything with it.
Where to be careful
A short period of Turkish employment inside the three years does disqualify, even if it was brief and badly paid. So does running a business here. If either applies, the question is not how to argue it but when the three clean years will have passed.
The tax office checks this before issuing the certificate, so an optimistic reading now becomes a refusal later.
