What missing the certificate deadline actually costs
The exemption is not automatic, and the deadline has no second chance.

The 20-year exemption on foreign income does not arrive with your residence permit. You have to apply for an exemption certificate from the tax office, and the deadline is the end of the calendar year in which you become a Turkish tax resident. If residence starts in November or December, you get until the end of February of the next year. A late application is refused.
What refusal means in money
Without the certificate you are an ordinary Turkish tax resident. That means Turkish income tax on worldwide income at the 2026 rates of 15% to 40%, including the foreign dividends, interest, rent and gains the exemption was supposed to leave alone.
For someone living on investment income, the gap between having the certificate and not having it is most of the reason they moved.
The trap in the timing
Tax residency can start earlier than people expect. Stay in Turkey more than six months in a calendar year and you are resident for that year, whatever your permit says. So the clock on the certificate can already be running while you are still thinking of yourself as newly arrived.
The order that works is: establish the right to stay, establish tax residency, then apply for the certificate inside the same calendar year. Doing it in that order is less about paperwork than about not losing a year.
One more thing
The certificate covers you. It does not cover your spouse or your adult children. Each person who wants the exemption applies for their own, with their own three clean years behind them.
