Paying the Turkish residence permit card fee at a counter

Turkey charges two separate things when a residence permit is issued, and most of the confusion online comes from treating them as one. The card fee is TRY 964 in 2026. Every applicant pays it. The permit fee, the harç, is a different number that depends on your passport and on how long the permit runs.

Why no one is exempt from the card

Some nationalities pay no harç at all. They still pay the 964. The card is a physical document, charged under the fees law for the document itself rather than for the permission, which is why an exemption from the permit fee does not reach it.

You pay it again at every renewal, because a renewal produces a new card.

Where the big number comes from

When somebody tells you a residence permit cost them tens of thousands of lira, they are talking about the harç. On the general tariff in 2026 the first month is charged daily and each later month at a fixed rate, which is how a twelve-month permit reaches a figure in the region of TRY 31,000. Your own amount shows up in the e-İkamet system as an accrual before you pay anything, and that number is the one to trust.

What to ask a service

Ask for the card fee, the harç and the service fee as three lines. A quote that merges them is hiding which part goes to the state and which part goes to the firm. The state part is the same wherever you buy, so the only part anyone can compete on is the third line.

If you entered Turkey without a visa and this is your first permit, there may be a single-entry visa fee as well. That one depends on nationality too.
