A Turkish salary stays taxed, exemption or not
Holding the certificate changes nothing about the work you do here.

If you take a job in Turkey, that salary is Turkish-source income and it is taxed on the normal scale, 15% to 40% in 2026. The exemption certificate in your drawer does not reach it.
Two kinds of income, one person
Nothing stops you holding both. Foreign dividends that are exempt, and a Turkish salary that is not. The return reflects only the second. The first stays off it entirely, and its expenses and foreign taxes stay off with it.
Who this affects
Anyone who moves for the tax treatment and then takes local work, which is more common than it sounds: a consultancy that turns into a job, a stake in a Turkish company, a board seat. Each of those changes the shape of the return.
What it does not threaten
Taking Turkish work does not void the exemption on your foreign income. The two run alongside each other. The mistake would be assuming the certificate makes you tax free in Turkey rather than tax free on income arising outside it.
Planning note
If local work is likely, say so before the move. It changes the arithmetic enough that the answer about whether Turkey is worth it can flip, and it is cheaper to find that out on a call than in April.
