The Official Gazette of 4 June 2026

Law No. 7582 was published in the Official Gazette on 4 June 2026. It added Article 20/D to the Income Tax Law, which exempts the foreign-source income of new Turkish tax residents from Turkish income tax for twenty years, and it set inheritance tax at 1% during that period.

The conditions, in one paragraph

You become a Turkish tax resident. You had no Turkish domicile and no Turkish tax liability in each of the three calendar years before. You apply for an exemption certificate by the end of the calendar year in which residence starts. Nationality is not mentioned.

Where sources disagree

On the start. Most commentary applies the regime to people becoming resident from 1 January 2026, which reads the law back to the start of its year. At least one source dates the effect from publication on 4 June. The difference decides whether a 2026 arrival qualifies at all, so it is not academic, and it is the first thing to settle with a Turkish adviser if you moved this year.

Dates for the law itself also vary, with one source giving enactment on 21 May and publication on 4 June. Publication is the date that normally matters.

What it did not do

It did not change residence permits, which live in a different law entirely. It did not make remote work tax free. And it did not make the exemption automatic, which is the point most often lost between the headline and the application.
