Turkey residence permit agency work is document work, not influence. The decision belongs to the Presidency of Migration Management under Law No. 6458, the application is filed by you on e-İkamet, and the appointment is free. What an agency sells is a complete, consistent file and somebody who has seen the refusal reasons before.
Who appears when you search for the best Turkish residence permit agency
Five kinds of result, answering different questions.
| Type | What it is | Fits you if |
|---|---|---|
| Local agency in Istanbul, Antalya or Izmir | Prepares the file, books the e-İkamet appointment, handles translation and notary work. We are this. | You want one fixed fee and somebody who knows the provincial office |
| International residency firm | Sells Turkey next to a dozen other jurisdictions | You are still comparing countries |
| Turkish law firm | The same filing, plus the right to argue a refusal or a tahdit code | There is something to contest |
| Property developer or broker | Sells a home and treats the permit as an add-on | You were buying anyway, but the permit is then only as good as the file |
| Expat forum thread | People answering each other | You want an unpaid opinion, with no way to check when it was true |
Why nobody can honestly claim to be the best
Turkey does not licence residence permit agents. There is no register of them, no professional body that ranks them, and no published refusal rate for anyone. A page calling itself the best Turkish residence permit agency is describing a title nobody awards.
What can be compared is narrower and more useful: whether the quote separates state fees from the professional fee, whether it ends at the permit or carries on to the address registration and the tax number, how many trips to Turkey it assumes, and what happens to your money if the application is refused.
What a Turkey residence permit agency actually files
- The route. Short-term permit on a rental contract, on a home you own, on tourism, or a family permit through a spouse. The route decides the document list, and the wrong route is the most expensive mistake in the file.
- The documents. The PMM list, checked before you book a flight: passport validity, biometric photographs, health insurance that covers the whole permit period, and a notarised rental contract where the route needs one.
- The address. Since 1 July 2022, PMM closes a neighbourhood to new foreign address registration once foreigners pass 20% of its population. Buying or renting in a closed neighbourhood is legal; registering a new permit address there is not. This is checked before a lease is signed, not after.
- The appointment. Made on e-İkamet, free of charge. PMM warns publicly against intermediaries who charge for appointments.
- The follow-through. Renewals fall due again: short-term permits run for up to two years at a time under Article 31, and in practice tourism permits are often issued for one year.
What no agency can do
It cannot decide the application, shorten the queue, or promise an outcome. It cannot make a tourism-only application succeed where the provincial office has stopped granting them. It cannot register your address in a closed neighbourhood. And it cannot make a residence permit do the work of a tax election: the Article 20/D exemption on foreign income is a separate application to the tax office, with its own deadline at the end of the calendar year in which you become a Turkish tax resident.
What is not yet established. We have not confirmed the current closed-neighbourhood list from a PMM source, and some 2026 commentary says Istanbul reopened to new registrations in June 2026. Until we can read that from the authority itself, treat any list of closed districts, including ours, as a prompt to ask the provincial Migration Directorate about your exact address.
What it costs
Two separate numbers, and a quote that merges them is hiding one of them. State costs are the residence permit card fee of TRY 964 in 2026, the residence permit fee (harç) that depends on your nationality and the permit length, health insurance, and a visa fee for some first-time applicants. The professional fee is whatever the provider charges on top. We agree ours in writing before any work starts, and we show the state fees separately.
When a lawyer is the better call
When there is something to argue rather than something to file: a refusal you want to appeal, a tahdit (restriction) code on your record, an earlier overstay, a disputed marriage document, or a deportation decision. Agency work ends where advocacy begins, and a firm that will not say so is the wrong firm.
Where we fit, and where we do not
We fit people who have decided on Turkey and want the permit and the tax position handled as one plan: the route, the documents, the filing, the tax number, and the Article 20/D certificate with its deadline. We are the wrong fit if you are still comparing Turkey with Portugal and the UAE, if your income comes from work you will do while sitting in Turkey, which stays taxable at 15% to 40% whatever your permit says, or if you need someone to argue an existing refusal. In the last case we will say so on the first call, before you pay anything.
Common questions
- Which is the best Turkish residence permit agency?
- No agency can honestly claim the title. Turkey does not licence residence permit agents, so there is no register and no ranking body. What you can compare is whether the quote separates state fees from the professional fee, whether it covers the address registration and the tax number, how many trips it assumes, and what happens if the application is refused.
- Do I need an agency to apply for a Turkish residence permit?
- No. The application is made by the applicant on e-İkamet, and the Presidency of Migration Management publishes the document list and gives appointments free of charge. An agency is worth paying for when the document list is the problem: certified translations, a notarised rental contract, insurance that the office accepts, and an address that is open to new foreign registration.
- Can an agency guarantee my residence permit?
- No. The decision belongs to the Presidency of Migration Management under Law No. 6458, and no intermediary has any part in it. An agency can only make sure the file is complete and consistent. Anyone promising a result, a faster appointment or a particular officer is describing something they do not control.
- Does a residence permit give me the 20-year tax exemption?
- No. They are two separate things. The permit gives you the right to stay. The Article 20/D exemption needs Turkish tax residency plus an exemption certificate from the tax office, requested by the end of the calendar year in which you become resident. A permit on its own does nothing for your tax position.
